AMLA · FROM NEWS TO DECISIONS

One European authority.
Three questions for your business.

Will you be directly supervised? Which rules will apply to your activity? Which controls can you prepare now? The answers differ by audience.

TIMELINE AND LEGAL STATUS

Three milestones with different meanings.

These dates refer to different events: consultations, application of rules and the start of direct supervision.

  1. 2026Status 4 Oct 2026
    LEVEL 2 IN DEVELOPMENT

Final drafts and consultations have different status

On 1 October AMLA finalised three private-sector draft RTS and the Home-Host RTS, transmitting them into the subsequent adoption process. Other Guidelines/RTS remain under consultation or await results.

  2. 2027Planned dates
    RULES AND SELECTION

AMLR from 10 July; AMLA selection

Most AMLR provisions apply from 10 July. The first selection of directly supervised entities is expected during 2027.

  3. 2028Planned start
    DIRECT SUPERVISION

    AMLA supervises selected entities

Direct supervision starts for the first selected group. National supervisors and FIUs continue their work.

THREE DISTINCT LAYERS

Different changes, different effects.

The AMLR application date, the start of AMLA’s direct supervision and the status of technical standards are separate milestones.

01 · AUTHORITY

Who supervises

AMLA coordinates national supervisors and, from 2028, will directly supervise financial entities selected in 2027. The rest of the market does not automatically move under direct AMLA supervision.

02 · REGULATION

Which duties apply

The AML Regulation (EU) 2024/1624 sets a uniform framework for obliged entities; most of its provisions apply from 10 July 2027. The actual activity and regulatory scope still need to be assessed.

03 · TECHNICAL MEASURES

What remains in development

AMLA develops standards and guidance on risk, due diligence, monitoring and reporting. A closed consultation does not automatically turn a proposal into a final requirement.

CHOOSE A STARTING POINT

Professional firm

Identify which engagements are within scope, how to assess beneficial ownership and risk, and where to document a decision on a complex client.

Route for firms

Non-financial activity

Clarify the actual activity, role, thresholds and jurisdiction. Then examine whether controls over the customer, asset and transaction fit the case.

Route for specific sectors

Financial operator

Whatever the direct supervision perimeter, examine risk assessment, CDD/EDD, monitoring, escalation and evidence for decisions.

Readiness radar

A PRACTICAL FIRST STEP

Four checks without waiting for the final draft.

A preparation exercise, not a compliance certificate.

  1. 01ScopeWhich activity and jurisdiction create duties for you?
  2. 02DecisionsWhich cases require judgement, escalation or better records?
  3. 03EvidenceCan you reconstruct assessments, controls, owners and updates?
  4. 04Source statusWhich requirements are current, future or still proposals?

PRECISION BEFORE PREDICTIONS

Forty is not the whole of Europe.

Ordinary selection covers financial entities with high residual risk operating in at least six Member States. AMLA may also assume direct supervision in exceptional cases for limited periods under the applicable procedures.

National FIUs remain the recipients of suspicious reports. AMLA supports cooperation and joint analysis; it does not replace the FIU in your country.

Which decision needs more clarity?

Start with a particular activity, customer, transaction or process. The scope of support is agreed before any work begins.

The operational checks are a suggested preparation method, not an AMLA requirement. Draft consultations may change before final adoption.
