Scope and registration
Test the actual activity, premises, authorisations and OAM registration. A trading name alone does not determine the perimeter.
GOLD BUYERS AND PRECIOUS METALS
A route for Italian operators and the firms advising them: define the perimeter, connect customer, asset and payment, make decisions reconstructable and prepare for the European transition.
THE FIRST DISTINCTION
According to OAM, the Italian Gold Buyers Register covers persons carrying out, even as a secondary activity, the purchase, sale or exchange of used objects made of gold or other precious metals in the forms identified by the legislation.
Gold buyers, jewellers, professional gold operators and high-value goods dealers may fall within different perimeters. The actual activity must be qualified before designing the procedure.
Read the OAM definitionFIVE CONTROL POINTS
Test the actual activity, premises, authorisations and OAM registration. A trading name alone does not determine the perimeter.
Connect identification, representation, beneficial ownership and risk profile to information actually available.
The asset, stated origin, value, payment method and behaviour should form a coherent, reconstructable account.
Indicators and inconsistencies require escalation, reasoned assessment and confidential handling of any suspicion.
Procedures, retention, training and review are not isolated documents. They must remain aligned with the actual business.
DYNAMIC PROFILE
Over time, transaction frequency, type of goods, value and payment method can change the meaning of behaviour. Useful control connects the individual transaction to the customer's history.
AT THE COUNTER, WHAT DOES NOT FIT?
Italian FIU reporting continues to highlight traceability and customer profiling as material risk areas in the gold sector.
Individually modest transactions become frequent, closely spaced or split across payment methods.
Type, quantity or value of precious items appears difficult to reconcile with what is known about the customer and provenance.
Multiple transactions, people or payments make the overall pattern difficult to see.
Anomalies are signals to contextualise, not automatic evidence of wrongdoing.
TODAY → 10 JULY 2027
AMLR becomes generally applicable on 10 July 2027. Useful preparation is not about renaming procedures. It tests whether risk, customer information, monitoring and evidence work together.
Registration, requirements and applicable duties must be tested against current rules and the actual activity.
Identify inconsistencies, unclear ownership, manual dependencies and missing evidence.
Complete alignment using the final technical standards and guidance then available.
WHERE I CAN CONTRIBUTE
The accountant or lawyer retains the client relationship and their own professional remit. Specialist work can define the issue, review the process and translate weaknesses into verifiable actions.
A defined file, transaction or process: a summary of gaps, information to clarify and proposed checks.
A map of areas, priorities, responsibilities and evidence to strengthen.
A REAL CASE, A PRACTICAL QUESTION
On 24 July 2025, Europol reported a Romania/UK operation against suspected ATM fraudsters. Investigators estimated approximately €580,000 stolen; proceeds allegedly funded property, companies, cars and jewellery. This is a historical case, not 2026 news.
What to checkWhere relevant to the actual remit, connect customer, asset, third-party payer and payment source. A purchase may be the final step of a financial story: which evidence reconciles value with the known economic profile?
